📝New Policy Paper Available – Safeguarding Global Supply Chains Through Maritime Legal Reform

05.05.2026

We are pleased to announce the publication of the policy paper Safeguarding Global Supply Chains Through Maritime Legal Reform in an Era of Strategic Chokepoint Disruption, Dr. Ondřej Svoboda from the Faculty of Law.

This policy paper examines the growing vulnerability of global supply chains due to instability in key maritime chokepoints. It highlights recent disruptions in critical routes such as the Strait of Hormuz, the Red Sea, the Suez Canal, and the Panama Canal, showing how regional crises can rapidly escalate into global economic shocks. Focusing on the 2026 Strait of Hormuz crisis, it illustrates the severe consequences for energy markets, shipping, and production. It argues that existing legal frameworks under UNCLOS are insufficient, particularly due to weak real-time enforcement and slow dispute resolution. The paper concludes by recommending stronger governance, including an enhanced role for the International Maritime Organization and reforms to better protect the resilience of global trade.
